Tax Identification Number in Armenia: Individuals, Businesses and the Public Services Number

When an employer, bank or customer asks for an identification number in Armenia, it is easy to send the wrong one. A person may have a Public Services Number, while tax authorities issue a taxpayer identification number and a business has records linked to its own registration. The purpose of the request matters: a payroll form, invoice and personal identity check are not asking the same question. This article explains the two principal identifiers, how an individual or founder should determine which one applies and what to check before opening a business or sending an invoice.

Example: a new employee

A newcomer accepts an employment offer and is asked for a social card number. Instead of purchasing a supposedly mandatory card from an intermediary, the person checks the government Public Services Number certificate procedure, eligibility and documents. Once the correct personal number is obtained, the employee supplies it to payroll. The employer separately checks work authorization and employment reporting. This illustration shows that the personal identifier is only one step of a wider onboarding process. It does not mean every newcomer has identical documentation or immigration rights.

Two identifiers with different purposes

Armenia's State Revenue Committee issues a taxpayer identification number to a taxpayer. Separately, the Public Services Number is a ten-digit identifier assigned to an individual through the Migration and Citizenship Service. Some older guides refer to the latter as a social card number. They are not interchangeable.

The Public Services Number is a ten-digit identifier associated with an individual. Armenia's Migration and Citizenship Service issues the certificate for eligible citizens, foreign residents and foreigners legally present in the country, according to the official description. The service distinguishes documents for a foreign resident and a foreign national staying legally without the same status. Details are published here: Public Services Number guidance The number may appear in employment or public service procedures, but it is not a company registration certificate and does not, by itself, establish immigration or banking eligibility.

The taxpayer identification number

The State Revenue Committee issues a taxpayer identification number. Its official service page describes who may apply and says the service is free: taxpayer identification service Do not infer from that page that every visitor can receive it under identical conditions. Confirm the category under which you apply and whether an appointment, evidence of residence or other documentation is required. When a business partner asks for a tax number, clarify whether the requested identifier belongs to an individual, a registered sole proprietor or a company. The entity named on the invoice must match the record used.

What an individual should check

Ask the authority, employer or bank requesting a number for the exact field name and the legal status under which you are applying. The government service for a taxpayer identification number lists Armenian citizens and foreign citizens holding Armenian residence status among applicants and says the service is free. The public services number may also be available to foreigners legally present in Armenia under the official service criteria.

When a person is employed

An employer may need a personal identifier to process employment and social obligations. Ask which exact document the payroll team needs and where the number should be entered. Do not paste an unrelated company number into the employee field. Ensure the spelling of your name is consistent across passport, translation, immigration documents and employment agreement. If a form is unclear, ask the responsible accountant to identify the official Armenian field name rather than guessing from an English abbreviation. A correct identifier does not resolve a separate question about permission to work.

What changes when you open a business

A business has registration and tax records associated with its legal form. Do not use an individual's public services number as a substitute for the business's taxpayer number. Before issuing invoices or choosing a tax regime, confirm the registration details in the state and tax records and match the identifier to the entity named on the contract.

When you register as a sole proprietor

A sole proprietor is registered for business activity and tax reporting. The owner remains an individual, but business registration creates records that must be used correctly in contracts and invoices. Before the first transaction, compare the registration extract with the tax information and the bank details that will appear on customer documents. Confirm which tax treatment applies to your activity instead of assuming a fixed rate from a promotional page. If you also hold a Public Services Number, keep it separate from the business identifier in your records.

When you create a company

A limited liability company is a separate legal entity. Its registration, tax records, director and shareholder details have different roles. An invoice issued by the company should identify that company rather than use the founder's personal Public Services Number. Likewise, a contract with a customer must name the entity actually delivering the service. Before using a newly formed company abroad, review where the work is carried out and what obligations may exist in other jurisdictions. Incorporation alone does not answer cross-border taxation questions.

Example: a founder

A founder holds a personal Public Services Number and registers an Armenian LLC. A customer asks for the tax identifier of the entity signing an agreement. The founder should use the company's registration and tax details, not paste a personal number into the corporate field. If a different contract is signed by the founder in an individual capacity, it must identify that person correctly. This small distinction matters for invoices, accounting and bank records. Keep a clear directory of which identifier belongs to each person and entity involved.

Banks and account opening

Banks may request several identifiers alongside passports, evidence of activity and information about the source of funds. Providing a Public Services Number or taxpayer identification number does not guarantee account approval. For a nonresident individual, bank practice can be restrictive and varies by institution and customer circumstances. Do not promise that a personal account will follow automatically from business registration. Ask the bank which entity will be the account holder and whether it needs company documents, beneficial ownership details or proof of residence.

A document checklist

For a personal number request, prepare your passport, copy, Armenian translation where required and evidence of legal stay or residence applicable to your category. For a business number request, have the state registration extract, legal name and tax records at hand. Keep a small table showing each identifier, the person or entity it belongs to, the issuing authority and the document on which it appears. Recheck numbers before signing a contract or submitting an invoice. A transposed digit can delay payments or public filings.

How to avoid a rejected application

Keep your passport, Armenian translation where required, residence document where applicable and business registration papers consistent. Verify whether the service is online or requires an appointment in your case. Bank account opening is a separate decision made by the bank; no identifier guarantees approval.

If a certificate contains an incorrect name or a form rejects the number, compare the entry with the original documents before submitting again. Contact the issuing authority or the service provider to identify the discrepancy; do not invent a substitute number. Correct the underlying record where necessary and keep evidence of the request. A mismatch between transliterated names on passport and business documents can cause trouble even when every number is correct. Confirm both the digits and the legal identity to which the number is attached.

‍
Check the official taxpayer service eligibility for your status.

Use the legal entity's correct details.

Will a bank open an account once I obtain either number?
That is a separate decision under the bank's procedures.

Protecting personal details

An identifier may be requested for legitimate business, employment and public services, but it is still personal information. Share it through the recipient's appropriate secure channel and ask why a full certificate copy is necessary. Do not post a document with passport and identification details in a public group. Keep a protected copy for your own records and separate the founder's details from company registration information. If you change accountants or providers, review which people retain access to these files.
